Creating a Digital Transformation Plan was recommended in ‘A plan for budget repair’.
The plan aligns with the Digital Territory Strategy (DTS), providing a bridge to set out how government will work to achieve the strategy vision:
“Enabling Territorians to make the most of digital technology to build connections, reach their potential and succeed in a thriving digital economy.”
The NT Government delivers digital solutions aligned to the Digital Services Policy, published in 2018.
As explored later in this plan, the policy includes a suite of Digital Service Principles:

- Tell NTG once
- and Accessible.
The NT digital environment is on the cusp of a new development stage. NT Government is stimulating this through a number of developments including the:
- Business Innovation Strategy
- Terabit Territory connectivity project
- and more.

This plan is a commitment from the Digital Territory Action Plan 2020-21. The NT Government aims to improve government service delivery through technology. Digital transformation will be achieved by developing modern, responsive digital service channels. The benefits of the plan will focus on Territorians and Territory businesses.
This plan is a key initiative committed to following the 2019 ‘A plan for budget repair - final report’. Digital transformation aims for outcome driven innovation and a digital-first approach. The plan also aims to achieve efficient ICT systems and infrastructure across government.

The Business Innovation Strategy has a goal to contribute to the Territory economy growing to $40 billion by 2030. The Strategy includes a focus on advancing public sector innovation with a number of actions related to priorities in the Digital Transformation Plan.
The Project will position Darwin and the Northern Territory as an international digital hub between Australia’s east coast and major commercial and population centres in South East Asia. This will present opportunities aligned to the priorities of the Digital Transformation Plan.
